Each owner has the same opportunity to stay up to date on the progression of the draft, and every owner has the right to take every second of the allotted time on the draft clock. HOWEVER, it is a complete waste of time for other owners to keep checking in on the draft only to have it go to a "skipped pick". There should be more of a penalty than just letting the commish know who you want to take and having it manually added.
Proposal- If a team has the clock expire while it is their turn to draft, they are eligible to select a player at the end of that given round. ( i.e. pick 3.15 is skipped they get to provide a pick at the end of the 3rd round) If there are multiple skipped picks they will be awarded in order of draft position.

I don’t think that would be a proportional punishment: Let’s say pick 3.02 and 3.30 both time out… 3.02 loses 30 spots while 3.30 loses only 2 spots.!?!
Maybe, put say a 5 pick delay no mater which position Example 3.01 has to wait till after 3.06 2.12 has to wait till after 2.17
IF a larger penalty is felt needed…. Not sure I think there needs to be the potential for missing a desired player might just be enough….
